Who can participate in the Welcoming programme?

The Welcoming programme is open to everyone who has come to Estonia in order to study or work, to accompany a family member or for other reasons and who have legally resided in Estonia for less than five years, including:

  1. foreign nationals who have been granted a temporary residence permit in Estonia on the basis of the Aliens Act or the Act on Granting International Protection to Aliens;
  2. citizens of the European Union who have obtained the temporary right of residence in Estonia and who have been issued an ID card;
  3. family members of citizens of the European Union who have been granted the temporary right of residence in Estonia.

A precondition to participating in the trainings is a referral to the programme. Foreigners are referred to Welcoming programme by the Police and Border Guard Board (PBGB). The PBGB issues a notification of enrolment into the Welcoming programme if the person meets the requirements of participation. There are two ways to obtain a referral:

  1. Foreigners to whom a residence permit or the right of residence has been granted or who acquire the right of residence in Estonia after August 1, 2015 automatically receive a referral from the Police and Border Guard Board. The notification of enrolment into the Welcoming programme is sent to the foreigner by e-mail or regular mail, or, in the case of European Union citizens, given to the person at a customer service bureau of the PBGB.
  2. New arrivals to whom a residence permit or the right of residence has been granted or who acquired the right of residence in Estonia before August 1, 2015, but who have been in Estonia legally for less than five years and wish to participate in the Welcoming programme must submit an application to the PBGB for referral to the programme.

If you are the latter and submit an application to be referred to the programme, the PBGB sends the notification of enrolment into the Welcoming programme to you by e-mail or regular mail, or, in the case of European Union citizens, gives it to you person at a customer service bureau of the PBGB.

The PBGB informs the applicant whether the application has been approved or declined within 30 working days.

Please note: The referral is for one-off participation in all training modules and basic language training of the Welcoming programme. After successfully completing one training module or basic language training, it is not necessary to obtain a new referral in order to participate in other training modules or basic language training.
