People who have arrived in Estonia to work*, study, accompany family members or for other purposes and have legally been residing here for less than 5 years are eligible for participation in the Settle in Estonia Programme.
- Foreign nationals who have been granted a temporary Estonian residence permit under the Aliens Act or Act on Granting International Protection to Aliens;
- citizens of the European Union who have been granted a temporary Estonian residence permit and to whom an identity document has been issued;
- members of the families of the citizens of the European Union who have been granted a temporary Estonian residence permit.
The programme also contains courses for children and teenagers.
Participation in the training courses within the Settle in Estonia Programme lies in the domain of responsibility of the Estonian Police and Border Guard Board.
*Except those who have come to Estonia for a shorter term and have a work-related visa.
